Investigator: Drop charges in Coast Guard crash

JUNEAU, Alaska (AP) ' An investigating officer is recommending that charges be dropped against the sole survivor of a deadly 2010 Coast Guard helicopter crash off the coast of Washington state.

Capt. Andrew Norris says in a report obtained by The Associated Press that he doesn't conclude Lt. Lance Leone was faultless in the flight.

But he says the charges focus on alleged navigational failures by Leone and tie those alleged failures to the destruction of a helicopter and the deaths of two crew members. Norris says it's in making this link that the charges fail.



Three people died in the crash. Leone wasn't charged in the pilot's death.

Prosecutors, during a military hearing last month, argued Leone did not fulfill his duties as a co-pilot and should face court martial.

Norris' recommendations will be reviewed by the Coast Guard commander in Alaska, who is not bound by them.
