Obama sees signs of progress on payroll tax cuts, warns nothing is final until he signs a bill
WASHINGTON (AP) ' President Barack Obama says he is seeing signs of progress from Congress as lawmakers debate extending a payroll tax cut due to expire at the end of the month.
But Obama warns that no compromise can be taken for granted and says nothing is final until his signature is on a bill.

But some Democrats are reluctant to separate the payroll tax cut extension from the unemployment benefits and want them acted on at the same time.
Obama made his remarks Tuesday surrounded by individuals the White House says exemplify those who would benefit from the tax cut.
