President Barack Obama will announce plans on Friday to stop the National Security Agency from hoarding hundreds of millions of telephone call records, as part of reforms to US surveillance programs that were exposed by Edward Snowden. A senior US official, speaking ahead of Obama's speech on NSA programs, said Obama believed that trawling for telephone "metadata" was vital to fighting terrorism, but the methods of doing so needed to be reformed to preserve civil liberties.
