Anti-government protests spread into mainly Russian-speaking eastern Ukraine while the country's justice minister warned protesters occupying the Justice Ministry in Kiev Monday that she will declare a state of emergency if they don't retreat. Olena Lukash said in a video address, "If the Justice Ministry is not freed instantly, I will have to talk to my colleagues in National Security Council about implementing state of emergency," following occupation of the ministry by protesters of the Spilna Sparava or Common Cause movement late Sunday. Also on Sunday, violent clashes broke out in major eastern Ukrainian cities Dnipropetrovsk and Zaporizhya — both traditional strongholds of President Viktor Yanukovych's Party of Regions. The violence came even after offers from the president to share power, when protests that began in November turned deadly last week, killing at least two.
